Sex Offender Moves to Beltrami Neighborhood

The Minneapolis Police Department will be hosting a meeting on Tuesday, May 26th, 2008, from 7pm–8:30 at Northeast Park (1615 Pierce St NE) regarding James Michael Weegman. Residents are encouraged to download and distribute this meeting notification flyer (pdf).

James Michael Weegman (DOB: 5/05/1978) has advised the Minneapolis Police Department that he is living in our community and is residing in the area of the 12xx block of Spring Street NE (the Beltrami neighborhood).
WEEGMAN IS NOT WANTED BY THE POLICE AT THIS TIME.

White Male, 6’-1”, 205 pounds, medium build, green eyes, medium complexion, very short blond hair, and clean shaven.

DESCRIPTION OF OFFENSE:

This offender’s victim pool are minor-aged males and females, ages 5 to 12. In 2004 Mr. Weegman violated a 5-year-old male when he was a live-in boyfriend to the victim’s mother. His self-described preferences for pre-pubescent children are documented. Further, he has a past history of window peeping and theft of female undergarments.

CONDITIONS OF RELEASE: INTENSE SUPERVISED RELEASE
  • No direct/indirect contact with minors.
  • Must remain compliant with electronic monitoring. ( GPS )
  • Successfully complete sex offender and chemical dependency programming.
  • May not enter establishments that provide sexual entertainment or possessmaterials that are sexually explicit in any venue.
  • May not own/operate any electronic internet capability, or engage in sex chat rooms, dating lines, or other social line contact.
  • Submit to polygraphs.
  • Maintain full time work, education, and/or treatment regimens on a 40 hour a week basis and/or combinations of these three (3).
  • May not own/operate a motor vehicle without agent approval.
  • May not possess or create modified images whether paper/video/digital.

This notification is not intended to increase fear. It is our belief that an informed public is a safer public. The Minneapolis Police Department has no legal authority to direct where a released offender may or may not live. Unless court ordered restrictions exist, an offender may live wherever he chooses.

Sex offenders have always lived in our communities but it was not until passage of the Community Notification Bill and Sex Offender Registration Act, that law enforcement knew where they were living. Due to the passage of these laws, law enforcement can now share information with the public. Abuse of this information to threaten, intimidate, or harass registered sex offenders will not be tolerated and may be a crime. Such abuse could potentially end our ability to notify the community when sex offenders are released into the public.

The Minneapolis Police Department is releasing this information pursuant to Minnesota Statutes 244.052, which authorizes law enforcement agencies to inform the public of a sex offender who has been released from custody regarding his criminal conviction.
