Every NECP volunteer can proudly take credit for being part of this rare achievement, because if it were not for each of them, there would be no NECP. Each patroller on the street, our problem property team, our crime stats and arrest tracking team, our web and news team, all make for one of the most successful community crime fighting efforts in Minneapolis. And by the requests I get for help from other cities and communities, I don't doubt we are the best in the state. I want to thank each and every NECP volunteer for taking time out of his/her life to perform an important civic duty for the safety and livability of our great community. I hope your example will inspire others to join with you and fight crime in NE; for if the community will not stand together and fearlessly fight the criminal element plaguing our neighborhoods, we do not stand a chance of controlling it. It is a great honor for me to work with these volunteers; I'm so very proud to know each of them. I also want to thank all the people that have donated to the NECP to help keep us going over the years. Every penny or prize donation is greatly appreciated. I want to especially thank the NE Lion's Club that provided the money to help launch us, and continues to help us each year, and Majdi Wadi of Holy Land Deli for continuing to provide food coupons to our volunteers. I try not to bug people too much about money, but if you can donate, please do, we need it for this summer. And please watch local stores for our donation change boxes. >From what I've seen so far, and the info we've been gathering on the changes to housing, (slumlords, absentee landlords, Section 8, boarded, vacant, etc..) this summer could be very challenging for all NE, and I expect we will need every NECP volunteer possible to work the streets. So if you are a patroller that has taken a well deserved summer or two off, please take some time this summer to get back into the action. Another important factor to the success of the NECP has been the leadership, officers, and staff of the 2nd Precinct. My first call out would be to Police Chief Tim Dolan, who gave me support when I was just starting the NECP even before he was Chief. Of course it was also Chief Dolan that brought us Inspector Skomra to run the 2nd Precinct when we were in our darkest hour. Then our police team really got strong. I want to thank the officers on the street that took the time to befriend me and the NECP patrollers when we were just starting out. I think it really took something extra from these officers to openly accept us at our early stages; and work with us through our learning curve. If you're reading this, I'll always remember you with great respect and gratitude. Another team that supported us from the start, and continues to every week is the NE probation and parole office. Barbara, I can not thank you enough for being there for us. The Minneapolis problem property department also has really stood up to help the NECP. If it were not for this team lead by Tom Deegan, and our NE team, Bryan Starry from PPU and Angie Hugen from housing inspections, I just don't know what we would have done. Thank you. Another person that has supported the NECP from the start and gave us a boost was Council Member Paul Ostrow. Anytime you start a group like this it really helps to have the support of community leaders, if you don't, the job is only that much harder. Paul could have taken the politically safe and easy road concerning the NECP by not getting involved. But he visualized the potential good of the NECP for NE and publicly stood with us right from the start. Thank you Paul. Last but not least, I want to thank Mark Fox, the first person that said he would stand with me against the criminals and walk the streets, and continues to be a key person keeping the NECP in operation and running the EastsideDefender.com website. When we first started, Central Avenue and the nearby streets at night were controlled by drug dealing thugs, prostitutes and their friends. There were dozens upon dozens of them between Lowry and 29th Ave., and I have to say that 5 years ago it was kind of scary being a night patroller. So being that very first person to risk their neck with me, I give great emphasis. The following is a description of events as alleged by police: On March 22, 2009, at the 700 block of Lowry Ave NE, Officers saw a vehicle driven by David Francis Neiber and Officers did a routine plate check. It revealed both the front and rear plates were stolen off another vehicle on 3/21/09. Therefore, David Francis Neiber was found to be in possession of a stolen vehicle with wrong plates on it. He was booked Hennepin County Jail. On April 7, 2009, David Francis Neiber was found to be in possession of stolen property. He was booked Hennepin County Jail. ### Keith James Klinke is scheduled to appear in court on 5/21/09. He is charged with controlled substance crime fifth degree-possession. The defendant has not pled guilty to or been convicted of any charges related to the above matter. The following is a description of events as alleged by police: On April 19, 2009 at the 1800 block of 6th Street NE, Officers responded to a fight. Keith James Klinke was booked for narcotics. If you have personally observed either of these people engaging in conduct that negatively impacts our community, please consider writing a community impact statement describing that conduct and how it has impacted you and the neighborhood as a whole. Victim reported that the cab pulled over at the above location and the driver demanded money. Victim argued with the driver until the driver pulled a large knife and threatened the victim. Victim gave the driver all the money he had and the cab left. ∞ 2600 blk Marshall NE: Two vehicles had windows broken out. It appears that the suspect may have cut him/herself, leaving blood in the vehicles. Remember that the people on the list are not necessarily wanted by the police and citizens should not call 911 on those individuals without active warrants. Here is the link to view the latest CLEAN sheet. ----------------------------------------------- New MPD officer feedback tool offered online The Minneapolis Police Department has created a new online form that makes it very easy for the public to share their feedback, positive or negative, on police officers and the work they do. The MPD is constantly striving to lead the way in law enforcement service and is committed to being a department that serves with integrity and honor. Chief Tim Dolan is pleased with the new accessibility and states that "the largest key to earning our citizens' trust and support is being accessible, transparent in our operations, and accountable to the public. This new medium for feedback, along with squad cameras, supervisory oversight of pursuits and use of force reviews, makes us much more accountable. These tools have aided in reducing injuries and the associated costs to both officers and arrestees." The department encourages the public to share information on notable efforts by officers, as well as complaints of potential misconduct. Having this information allows the MPD to more accurately assess officer performance and make necessary changes more quickly. The web page allows people to submit compliments for officers or department units they believe have done exceptional work. Any compliments shared by the public will go to the Office of the Chief of Police. They will be placed in the officer's permanent personnel file and could even result in an award from the Chief. Police Chief Dolan is dedicated to commending his officers and reinforcing good police work, and this new tool helps make that possible. It's also critical that the MPD hears about potential misconduct. In Minneapolis, complaints can go to either the Minneapolis Police Department's Internal Affairs Unit or the Minneapolis Civil Rights Civilian Police Review Authority. The online tool allows Web visitors to file complaints with either of those offices. You do have to mention the NECP when you call, but it's entirely free. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports. Who can write a statement? When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out? If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney's website to complete a community impact statement on a misdemeanor crime or the County Attorney's website to complete a community impact statement on a felony. You may also go to the city and county attorneys' websites and review the information. You will receive about 1 - 2 emails each week. What type of cases may I submit a statement about? The City Attorney's system contains only misdemeanor cases prosecuted by the City of Minneapolis. Most of the cases involve livability issues such as: Consuming in public, public urination, loitering with intent to buy or sell narcotics, lurking, and disorderly conduct.
