==================== It's not enough to rage against the lie...you've got to replace it with the truth. —Bono ------------------------------------------------------------------- Just one problem property on a block ruins the livability and value of homes all around it. And it takes all the neighbors working together to get rid of it. In the last four years, members of the NECP have worked non-stop to help curtail dozens of problem properties in NE, hoping to someday be relieved of them. Last summer we were catching glimmers of light at the end of the long tunnel, then the foreclosure crisis hit, and many slumlords crappy properties went back to the bank. The bad news is, now the opportunists are buying them back again at extremely low prices and starting a brand new cycle of slum properties in NE and SE. They do little or no upkeep, and the minimum of repairs to bring them to what they say are livable standards, and then fill them right back up with the same type of problem people we thought we got rid of. This is very disturbing and has even put a little dent in my moral. I know it's hard to believe that ol' hard nose John can be fazed, but I am worried, and feel a bit overwhelmed by the enormity of it. This year every home owner in NE and SE needs to get involved in some way to keep a check on problem properties and the people living in them. Trust me; you need to adapt a no tolerance policy on your block. If you give an inch, they will take a mile. Problem people on your block will give you every sob story in the book, making you feel bad and guilty for complaining, they are experts at it. They are manipulators, and so are the slumlord property owners. Some are so good they make you think it's your fault that they have adopted the problem life they have chosen. Don't fall for it, they are lying to you. I've dealt with this dozens of times, and I have not been proven wrong yet. Another disturbing statistic is that we have had an 18% increase in Section 8 housing over the last year in Ward 1 alone. That's a lot. And from our experience, problems and crime follow a good portion of it. One of the things we need to fight for is a quicker way to condemnation of properties in NE. Once a property is condemned, it must be brought up to full code compliance before people can live in it again. That means slumlords can't get away with just fixing minor code violations and renting it out again, and letting the decay continue. Condemnation preserves, and improves the housing stock in NE. If after a fixed period of time no one buys a condemned property, then it is obvious that we did not act soon enough, and the property must come down so something new can be built in its place. Keep in mind that not all boarded buildings are condemned. Even after a building is boarded, we must continue to call 311 on code violations. This will help lead to condemnation. But we still need a quicker path to this point. I think we also need a separate set of standards for people/corporations that own multiple rental properties in Minneapolis. How is it that people/corporations with horrible records of property management, and with dozens of outstanding code violations on their current properties, can continue to get renewals, and new rental licenses for new properties they buy? Until there are serious "cash loss" consequences that are enforced on slumlords, we will continue to have slumlord properties ruining our city. Currently the fees/citations involved in property disrepair are mostly considered a cost of doing business by the slumlords. With the property costing so little, and guaranteed rent coming in - a couple thousand dollars of fees against you from the City doesn't feel like much of a pressure or expense to improve your investment - you just view it as a cost of doing business in with the City of Minneapolis. To fix our serious property problems which are directly tied to our crime problems, it will take every NE resident to push for action. You need to grease the wheel to make it move, your voice is the grease for action when it comes to community problems. We must make NE a place slumlords want to stay out of, and we do that by making it hard on them to do their business. You must hold them to strict standards. If you need help with a problem property on your block that you have tried to resolve but have not had success, let me know the address and the problems. Remember, document everything you have done to try and fix the problem. Times, dates, people you've talked to. Items taken include tools, a GPS unit, an iPod, cigarettes, laptop, bag, radio, DVD, baseball caps, stereo, cell phone, amplifier, and a speaker box. Most thefts were in the Sheridan, Holland, and Bottineau neighborhoods. However, there have been thefts throughout the 2nd Precinct: north to Waite Park; south to Prospect Park; east to New Brighton Blvd., and west to 2nd St. NE. We hope that you will help us get the word out to your neighbors to take steps to reduce the opportunity of theft from auto in the community. This is a crime which we frequently see increase in the spring and we have developed a flyer for you to distribute to your neighbors. She then came back short time later and said she wanted to return some of the items. She was stopped by officers and booked. Arrested/*BURGLARY Precinct investigating* *1500 blk Madison St NE*: A search warrant was executed by Directed Patrol. 6.21 grams of meth and $975.00 were recovered; a vehicle was seized, and two stolen lap tops were recovered. One suspect was booked. Arrested/*NARCOTICS, R/C STOLEN PROPERTY Precinct investigating* * 800 blk Spring ST NE: Victim called 911 to report that she was sexually assaulted by her ex-boyfriend. Officers met the female victim and were directed to the location of the assault. Suspect answered door and was taken into custody without incident. Scene was secured for investigators, suspect booked. Arrested/*CSCR Precinct investigating* *2500 blk Johnson NE*: Officer observed two males pushing bicycles in an alley and carrying two full garbage bags. Officer noticed that one bag had a hole in it; a cigarette carton was sticking out. Officer had just taken a theft from auto report where a large number of boxes of cigarettes were stolen. Officer followed suspects inside apartment building. There, officer saw suspects with a large number of cigarette cartons of the same brand that were stolen from the vehicle earlier. Lock the bicycle to something stationary, preferably where you and others can see it. Note that it is illegal in Minneapolis to lock bikes in a manner that will impede normal pedestrian or traffic movement. Northeast winning block club: *3200 Block of Cleveland Street Northeast Block Club, Waite Park neighborhood -- *The 3200 Block of Cleveland Street Northeast Block Club, led by Greg Gooch and Sorcha and Cara Nix, has been progressively growing since its National Night Out celebration in 2001, but was formally established in April 2008 when the neighborhood Web site was launched. The group works with the 2nd precinct and has successfully changed patterns of suspicious behavior on the block including the apprehension of bike thieves and the arrest of illegal plant growers. Additional reports led to the rescue of an endangered senior citizen and the sale and rehab of house that was in disrepair. The club also gets together often for meetings, potlucks, service projects and neighborhood festivals including National Night Out. Minneapolis has a long tradition of strong block clubs, with neighbors working together to prevent crime, connect people who live and work on the block, and take on issues in their neighborhoods. Here is the link to view the latest CLEAN sheet. ----------------------------------------------- New MPD officer feedback tool offered online The Minneapolis Police Department has created a new online form that makes it very easy for the public to share their feedback, positive or negative, on police officers and the work they do. The MPD is constantly striving to lead the way in law enforcement service and is committed to being a department that serves with integrity and honor. Chief Tim Dolan is pleased with the new accessibility and states that "the largest key to earning our citizens' trust and support is being accessible, transparent in our operations, and accountable to the public. This new medium for feedback, along with squad cameras, supervisory oversight of pursuits and use of force reviews, makes us much more accountable. These tools have aided in reducing injuries and the associated costs to both officers and arrestees." The department encourages the public to share information on notable efforts by officers, as well as complaints of potential misconduct. Having this information allows the MPD to more accurately assess officer performance and make necessary changes more quickly. The web page allows people to submit compliments for officers or department units they believe have done exceptional work. Any compliments shared by the public will go to the Office of the Chief of Police. They will be placed in the officer's permanent personnel file and could even result in an award from the Chief. Police Chief Dolan is dedicated to commending his officers and reinforcing good police work, and this new tool helps make that possible. It's also critical that the MPD hears about potential misconduct. In Minneapolis, complaints can go to either the Minneapolis Police Department's Internal Affairs Unit or the Minneapolis Civil Rights Civilian Police Review Authority. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports. Who can write a statement? When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out? If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney's website to complete a community impact statement on a misdemeanor crime or the County Attorney's website to complete a community impact statement on a felony. You may also go to the city and county attorneys' websites and review the information. To sign up for the email crime alerts from the Police Department: http://www.ci.minneapolis.mn.us/police/crimealert/signup.asp When you sign up, you will receive information on community impact statements along with crime alerts, seasonal tips, highlights in the police department, and notices about safety programs in your neighborhood. You will receive about 1 - 2 emails each week. What type of cases may I submit a statement about? The City Attorney's system contains only misdemeanor cases prosecuted by the City of Minneapolis. Most of the cases involve livability issues such as: Consuming in public, public urination, loitering with intent to buy or sell narcotics, lurking, and disorderly conduct. The Hennepin County system contains information about felony cases such as: Murder, Felony drug possession, Felony property cases, Weapons, Property Damage. Hard Copy of Impact Statement.
