Eisenhower ------------------------------------------------------------------- People have asked why this is a bad bill for public safety. Below are several reasons: 1. This bill reduces DWI penalties for chronic DWI offenders. A fourth DWI offense would no longer be a felony, but a gross misdemeanor. This will make our roads less safe and send the wrong message to chronic drunk drivers. 2. This bill reduces all ordinance violations - which include most of our livability offenses (i.e. many types of trespass, aggressive solicitation, loitering with intent to commit a crime, lurking, noisy or unruly assembly, possession of drug paraphernalia in a public place, and many more offenses) - from misdemeanors to petty misdemeanors, no matter how many times the offender has previously been convicted. 3. This bill reduces many statutory misdemeanor violations - including but not limited to theft, criminal damage to property, receiving stolen copper scrap metal, driving without insurance, driving without a license, and many more offenses - from misdemeanors to petty misdemeanors. While this provision only applies to first-time offenders, officers will have no way of knowing whether an offender has a prior conviction. Therefore, in reality, these offenses will be treated as petty misdemeanors no matter how bad the offender's criminal record is. The reduction of these offenses from misdemeanors to petty misdemeanors means this: 1. Police may no longer arrest offenders who commit these crimes, even if offenders are likely to continue their criminal behavior if not arrested, and even if offenders are unlikely to appear in court. 2. Prosecutors will rarely have a chance to ask the court to restrict an offender from a geographic area, such as your neighborhood, when they commit one or more of these offenses, no matter how chronic their behavior. Geographic restrictions have been an invaluable tool used by judges and prosecutors to restore neighborhoods targeted by chronic livability offenders. 3. Prosecutors may no longer collect restitution for victims on any hit and run or careless driving accident, and on many crimes of theft and criminal damage to property. 4. Crime victims will no longer be consulted and will no longer have the opportunity to provide a victim impact statement when an offender is charged with one of these crimes. 5. Judges will no longer be able to place chronic livability offenders on probation for many offenses. 6. Judges will issue far fewer arrest warrants for people who commit livability and other misdemeanor crimes when they ignore their court appearances. This bill compromises public safety and reduces the ability of police, prosecutors, and the courts to effectively combat chronic livability offenses and other misdemeanor crime. However, you can rest assured that if it did pass, NE citizens will have to work ever so much harder in fighting crime through the NECP. I was already expecting a bad summer for crime, but if this bill passed, you can expect the criminals to be even further emboldened to steal and vandalize your stuff. The defendant has not pled guilty to or been convicted of any charges related to the above matter. The following is a description of events as alleged by police: On January 6, 2009 at the on Hennepin between University Ave NE/SE and 4th St NE/SE, Dennis Lee Runquist was arrested for taking an item from business without paying for it. If you have personally observed this person engaging in conduct that negatively impacts our community, please consider writing a community impact statement describing that conduct and how it has impacted you and the neighborhood as a whole. We encourage you to help us stop this crime from occurring by removing items from your car was you are parking your car. According to Minneapolis Police Department statistics for 2008, there were nearly seven vehicles stolen per day in the city. Another fifteen vehicles were broken into in order to steal items from them. One fifth of all crime in the United States are auto thefts. A car is stolen every 33 seconds, every day of the year. Most vehicles are stolen because it was easy to do so; eighty percent of vehicles stolen are left unlocked and 42% had the keys left inside. Here's the hours to know. ∞ Under 12 -- Weekdays: Home by 9:00 p.m. -- Friday and Saturday: Home by 10:00 p.m. If you believe that some one is out after curfew, call 911. Police can then respond and take appropriate action. If they are out after curfew, the youth will be taken to the Juvenile Supervision Center. The City of Minneapolis has been aggressive about enforcing curfew to decrease the number of youth who are being victims of crime and who are committing crime. Some food for thought: On average, juveniles (ages 12-17) were more than twice as likely as adults (age 18 or older) to be the victim of violent crime from 1993 to 2003. Officers located the suspect in the area. As officers spoke with male, they observed a handgun in his waistband. Suspect did not have a permit to carry, was drunk, and was positively ID'd at scene by victim. A loaded .40 caliber Glock was inventoried. Arrested ∞ 600 blk 8th Street SE: Convenience store at this location was burglarized. Front window of the business was smashed out, loss was cartons of cigarettes. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports. Who can write a statement? When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out? If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney's website to complete a community impact statement on a misdemeanor crime or the County Attorney's website to complete a community impact statement on a felony. You may also go to the city and county attorneys' websites and review the information. Most of the cases involve livability issues such as: Consuming in public, public urination, loitering with intent to buy or sell narcotics, lurking, and disorderly conduct.
