Murder and Armed Robbery in NE ==================== A man who has nothing for which he is willing to fight, nothing which is more important than his own personal safety, is a miserable creature and has no chance of being free unless made and kept so by the exertions of better men than himself. —John Stuart Mill ------------------------------------------------------------------- Murder in Marshall Terrace Armed Store Robbery on Johnson St. NOTE: Surveillance camera images found it the above robbery link; please look to see if you recognize this robber. ------------------------------------------------------------------- As I’ve mentioned before, even though NE has experienced the highest drop in crime in Minneapolis, we will see a continual crime creep in NE during 2009. Yes, I do have some inside knowledge that tells me we need to watch out now more than ever. A few weeks ago I had to write about a shooting in the gym at a local NE park. Now I have to write about a murder and an armed robbery in NE. And if you check the crime stats PDF in section three you will see we also had at least 30 crimes committed last week. The people that committed these crimes were predisposed to do them, and it’s my guess that at least one of them is living in NE, and has been here all along, it’s just that now they have acted out in public. These are the people I constantly call “problem people.” People that may not have been caught doing any crimes yet, but it’s only a matter of time before they do, or the people they are hanging out with do. I know there are a large number of you living near a problem property, a place with creepy characters going in and out at all hours, and hanging around all the time. These places are a problem waiting to happen. It’s not your imagination, and it’s not mine. Fact is fact. I’m now going into the fifth year of the NECP and I see the same thing over and over again. Problem properties attract problem people; these problem people and their friends then terrorize the neighborhood and destroy the livability, with the loss of livability comes the breakdown of the social fabric that holds a community together. If that happens, people start moving in the hope to escape the crime. Whose fault is it? The criminals, the rental property owners, the police, the city leaders, the neighborhood leaders, or is it you and me, the NE residents? For you new readers this may come at a surprise, and I may lose some handyman jobs because of this, but I put the first blame on the residents of NE and the neighborhood leaders. Why? Because it is our actions, or lack of actions, that control all the other components. a. If we are willing to put up with criminals and their actions, they will see we are soft and more will come. And their actions will become bolder. Like the armed robbery on Johnson St. b. If we put up with slumlords and their problem properties, they will continue to let their rat traps fall deeper into disrepair and will continue to rent to more problem people. i.e. criminals. Then neighboring properties, maybe yours, will decline in value while the slumlord profits at your expense. c. If we don’t call our elected officials to task for enacting the needed measures for dealing with slumlords, their properties, and criminals, who’s going to do it? As residents we need tools that can give us fast action on problem properties and the people living in them. If we don’t demand them, we won’t get them. We must also hold our elected officials accountable for all the wasted money in our city. In the last five years running the NECP, I can’t tell you how many times I’ve come across incompetent or plane laziness in some of our city workers, and multiple inefficiencies in the way things are run. But with city jobs it’s almost impossible to get someone fired for not doing their job, and no one in the bureaucracy wants to be the one to try and eliminate the inefficiencies for fear of making enemies on the inside that will later come back and bite them. This has to stop, and I’m looking for some good proposals to come from our councilman Paul Ostrow in his last year. And when they do come, we as residents must be there to support them. d. We basically only have enough police to answer 911 calls, and that’s after the fact. Most of the cops I know (and that’s a lot) will tell you straight forward that the chances of them being there at the exact moment you need them to protect you, is almost nil. We must, “MUST” watch out for ourselves and our neighbors. And we must report problems ASAP to police when something’s going on at a property or on the street. And we must document what we are seeing so it is not just hearsay. e. If we as residents do not participate in our local neighborhood association, on a regular basis, you are leaving your own personal well being in someone else’s hands. Someone that may not give one hoot in hell about the problems you are facing in your immediate area. So you see, when I say I blame the residents, it’s because we are the only ones that can really do anything to stop crime in NE. Northeast is made up of 13 neighborhoods, and just like the 13 original colonies of the U.S.A. that had to unite and work together to fight for freedom against the British, the 13 NE neighborhoods must work together to fight against crime. Each NE neighborhood association must take the crime situation seriously, and work in an ongoing way to unite and encourage “all” their residents to stand together in fighting crime and tackling the problem properties, and provide them the tools to do so. The NECP has already offered help to every neighborhood association in NE. What happens in one NE neighborhood, or doesn’t happen, directly affects all the other NE neighborhoods. If just one neighborhood does not do their part, it has an adverse affect on all the others that are trying. If you are not seeing advancement on the fight against crime in your neighborhood, you must stand up and make your voice heard. You must gather your immediate neighbors and speak up, and work towards a neighborhood crime fighting effort. The NECP will give you support, but “you the people” must make a stand. If we do not make all of NE a hard target for criminals, they will learn the soft spots and work against the rest of us from there. As leader of the NECP, I see my most important duty as being straight forward with you and what I see as being good of all of NE. I’ve made some good friends during this time, and I’ve sparked some dislike from others. But when the day is done, love me or hate me, I’m here to fight as hard as I can to see that NE does not fall apart like certain parts of North and South Minneapolis have. Northeast is not protected by some fairy godmother, it’s up to us! As for the recent violent crimes, I expect the armed robber has been amongst us all along, and most likely is still living amongst us, maybe you can recognize him from the surveillance pictures and help the police. Remember, most crimes are committed by people living within a mile of the crime they commit. The murderer and the shooter at the park/school building are likely to be imports from other parts of the city. Similar to the drug related murder on Polk Street a couple years back. In the 60’s television show Bewitched, the nosey neighbor always looking out the window was Gladys Kravitz. At that time what she did was considered distasteful. Today it’s vital. The police say over and over that the residents must act as the eyes and ears for the department. They can not serve us without our help. That’s a fact. That’s why it’s so important for every NE resident to be nosy about what’s going on around them, especially if you have rental property on your block. If you don’t want to call the cops on a person or address, you tell me, and I’ll take care of it. Just document what you are seeing. See section 6 for instructions. By all of us working together, in each NE neighborhood, we can make sure that Northeast does not fall into a crime haven and combat zone. I look forward to seeing you on the street this year. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports. Who can write a statement? When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out? If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney’s website to complete a community impact statement on a misdemeanor crime or the County Attorney’s website to complete a community impact statement on a felony. You may also go to the city and county attorneys’ websites and review the information.
