4.) Will City Budget Cuts Affect Police?
1st Ward Roundtable will focus on City budget challenges. Please share your ideas and concerns about the City’s budget challenges at the next 1st Ward Roundtable, which will take place on Wednesday, January 28th at 6:30 p.m. at Northeast Middle School, 2955 Hayes St. NE in the media lab.

Additional cuts may occur as the State Legislature faces an approximately $5 billion deficit over the next two years. In response, the City Council directed finance staff to review all capital projects that have been approved but not yet built for possible cancellation. The City Coordinator has also been directed to bring forward for City Council review all City services that are also provided by other levels of government or independent boards. Examples include the City Health Department, investigations by the City’s Civil Rights Department, and the Park Police. Please attend the Roundtable, ask questions, and share your opinions and ideas.

To learn more about the budget, please see “Top 10 things to know about the Minneapolis budget” at: http://www.ci.minneapolis.mn.us/news/20090112BudgetFacts.asp.

5.) Animal Cruelty in NE
A NE Minneapolis man has been charged with three misdemeanor counts of animal cruelty in connection with the deaths of two pit bulls last year.

According to charges filed by the City Attorney, Torrence Cortez Epps, 24, tied the dogs to a tree outside, without food or shelter, a condition in which the dogs were repeatedly discovered when authorities responded to neighbors' complaints.

The dogs were discovered at the home on the 1400 block of Sixth Street Northeast last September by representatives of Minneapolis Animal Care and Control and the Minneapolis Police. According to the charges, one dog was found lying on the ground, totally emaciated.
http://wcco.com/local/pit.bulls.killed.2.902233.html

Editors Note: If you see any kind of animal cruelty, report it to 311, or 911 if it’s happing right before your eyes. Many times drug dealers and gang members beat their dogs to make them more mean and ferocious so they can use them as weapons. Please Report them.

On a related note:
Council approves new spay/neuter effort
In a policy change approved by the City Council in December, the city will spay and neuter animals prior to adoption from the Minneapolis animal shelter. The effort will save shelter costs and staff time according to Council Member Gary Schiff, the author of the motion.

“Today we allow unaltered animals to be adopted, but require the new owners to get the animal spayed and neutered. Every year staff spends hundreds of hours verifying that these adopted animals have been fixed. By doing this prior to adoption, we can reduce staff hours, save money and help control the unwanted pet population,” Schiff said. Animal Control director Dan Niziolek says altered pets are adopted faster, which will also reduce shelter costs.

The City Council also recently approved the creation of an animal advisory board to assist with animal-related policy and community education. “This board will help us improve our animal control activities and help make Minneapolis more animal friendly,” said Council Member Schiff.

Another related note:
A bill has been initiated to STOP INHUMANE DOG AND CAT BREEDING IN MINNESOTA and concerned citizens are asking for your support.

The 2009-2010 legislative session has begun and a new puppy and kitten mill bill has been introduced. The bill number in the Senate is S.F. 7, authored by Senator Don Betzold. The House bill will be introduced soon and we will have a House number then.

It is very important for you to contact your own State Senator and Representative now and ask them to support S.F. 7 and to educate them on what goes on in Minnesota puppy and kitten mills.

The Problem
Minnesota is among the top states for mass-produced puppies. Many dogs and cats live out their lives in small, overcrowded wire cages and are bred repeatedly. The problem isn't the size of the facility; the problem is inhumane breeding practices. This bill addresses the problem.

S.F. 7 will give state and local officials the authority to make sure those breeders comply with existing state and federal laws and regulations for the care of the animals they mass produce. This bill requires licensing, inspections and regulation of breeding businesses in Minnesota.

Legislators need to hear from their constituents so please call YOUR Senator and Representative today.

To learn more about puppy/kitten mills in Minnesota visit: www.animalfolksmn.org

If you would like to be on the list to get updates on this bill, send your name and email to: stopthesuffering@yahoo.com

6.) Accidental Landlord Class
Saturday, January 24th, 2009 9:00—11:00 a.m.

New owners--and those who have owned property for a while but are beginning to feel they are "Accidental Landlords" :) We forward info on the next workshop hosted by MMHA. Be sure to register with MMHA--not me! :) Thanks. Our next RPOW hosted by the MPD will be coming up soon, and you'll get notifiction well in advance. Thanks.

Now that the New Year has started I'm requesting all on this list to make sure you contact me with ANY changes to your roster of properties owned or managed.

Be advised that I have recently "stumbled" on some police reports for incidents at, and people claiming to be residents of, properties that were acquired in the past several months by list members who didn't let me know they now owned those buildings.

Ignorance is NOT bliss when it comes to finding out too little too late about crimes happening in/around your property or committed by residents (real and alleged!)Please, you need only email me whenever you buy or sell a property, and send me your current list, and I will update your roster post-haste.

Thanks!

Preventing wintertime auto theft
During the colder months, car thieves take advantage of residents who leave their cars running to keep them warm. There is a temptation to start the car in the morning and let it warm up—usually while you stay warm inside your house or apartment. This could be a costly mistake!

Many unattended cars are stolen while being warmed up. Even if you lock the car, it only takes a thief seconds to break a window or jimmy a door lock. A car thief who is apprehended in a car with keys to the ignition is usually not prosecuted. It is against City ordinance to leave your keys in the ignition while you are not in your car (Minneapolis City Ordinance 478.160, Open Ignition—a petty misdemeanor).

In fact, if your car is reported stolen and your keys are in it, you may get a ticket. Officers may at the same time issue tickets (with fines of $33) to any cars that are running with no driver present. Depending on the situation, the vehicle may be towed at your expense (at least $75). Running your car to help it stay warm may leave you in the cold!

Please help us to reduce this winter crime.

4. Who’s been arrested, 1/5/09 through 01/11/09
---------------------------------------------------------------
This information is gathered from public records. Information is believed accurate as of the date of this newsletter. The individuals listed here have been arrested and booked into Hennepin County Jail between the above dates. They are presumed innocent until found guilty in a court of law. When this list reaches you, the listed charge(s) may no longer be pending, and/or the individual may not have been found guilty.

Part of the reason we publish these arrest records is to let you know that although many criminals may come into our area from other places, and then leave after they rob us, assault us, burglarize us, steal our cars, sell/buy drugs etc., we want to point out that a significant number of “alleged” criminals live right here, next door to us.

Please note that the information listed in public records may be false or inaccurate, and that a margin of error may exist in the reporting, transcribing or printing of these records.
Source: Hennepin County Sheriff’s Jail Roster (http://www4.co.hennepin.mn.us/webbooking/)

If someone listed here lives near you, you may check the previous criminal history of the person at this website using his name and birth date.
Bureau of Criminal Apprehension (https://cch.state.mn.us/)

Many of the addresses criminals give as their residence are rental units. And many of these property owners do not do background checks before they rent to someone. In addition, many times these properties do not even have a valid rental license.

If you would like to check the ownership of a property, get the contact information of the property owner, or check if it is licensed for rental, click here: http://apps.ci.minneapolis.mn.us/AddressApp/SearchByAddress.aspx?AppID=P...

If you find a property that is being used as a rental but not licensed, please call 311.

Information presented in this order: Booking number, Name (last/first/middle), Address of Arrestee, Date of Birth, Date and Time of Arrest, Previous Convictions if any found, Property Owner of Arrestee’s Address, and Current Charges against Arrestee.

Make sure you let the property owners know your concern about them housing criminals next door to you. Please don’t let them get away with profiting at your expense. Send them a letter!

----------------------------------------------------------------------------------------------------------
Also, please file Community Impact Statements on these criminals. If you don’t take the time to do it, don’t expect a reduction of criminal activity in Northeast.
----------------------------------------------------------------------------------------------------------
Thank you very much to the volunteers that give their time to do this research for benefit of Northeast residents.

NOTE: When a date says “No arrests to report,” it does not necessarily mean there were no arrests that day for our area. It only means we could not find them. This happens mostly when a criminal lies to police and gives a bad address, or a data entry mistake for the zip code.

Now into the New Year, I want to send a big thank you to Theresa Swendra for following all these arrests for us in 2008. Great job! One of our favorite sections of our newsletter.

5. Northeast’s Most Troublesome People
-------------------------------------------------------------------------------------
Have you ever wanted to put a face to the name of a person you read about in this newsletter being arrested--over and over?

Now you can. The 2nd Precinct CLEAN sheet gives names, pictures and other information about the Eastside’s top 13 problem people. At the top of the CLEAN sheet gives information on how people get selected for placement here.

The purpose of the list is to keep the public informed as to the custodial, probationary and warrant statuses of our area's chronic livability offenders. The inclusion of photos will also allow people to associate names with faces and assist in our efforts to gather community impact statements for court. Remember that the people on the list are not necessarily wanted by the police and citizens should not call 911 on those individuals without active warrants.

Here is the link to view the latest CLEAN sheet.

Community Impact Statements:

Community Impact Statements are descriptions of the impact that a crime or crime pattern has had on the people who live, work, and visit where it occurred. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports.

Who can write a statement?
Anyone in the community may write a community impact statement. You do not have to be the direct victim of a crime or have personally witnessed the criminal activity in order to submit a community impact statement.

When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out?

If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney’s website to complete a community impact statement on a misdemeanor crime or the County Attorney’s website to complete a community impact statement on a felony. You may also go to the city and county attorneys’ websites and review the information.

The City Attorney’s webpage is at:
http://www.ci.minneapolis.mn.us/attorney/impact-statements.asp

The County Attorney’s webpage is at: http://www.hennepinattorney.org/cpMapMinneapolisNeighborhood.aspx?prec=2

The Hennepin County Attorney’s website also allows you to provide feedback on crime in your community, not connecting the information to a specific case.

To sign up for the email crime alerts from the Police Department: http://www.ci.minneapolis.mn.us/police/crimealert/signup.asp
