Request for community impact statements for David Tomas Bermier who was arrested trespassing on January 7, 2009 and drug possession on July 12th David Thomas Bernier is scheduled to appear in court on January 23, 2009 and January 22, 2009. The following is a description of events as alleged by police: On July 12, 2008 at the intersection of 16th Avenue NE and University Ave NE, Officers stopped David Thomas Bernier in his listed vehicle as he had an outstanding warrant. Bernier was taken into custody on his warrant. Officers located suspected methamphetamine in a pool cue holder right next to Bernier’s seat and one hitter drug pipe in the console in his vehicle. Bernier was booked at Hennepin County Jail for narcotics. On January 7, 2009 at the 80 block of St. Anthony Park, David Thomas Bernier was arrested for possession of burglary tools after being found in a closed business with his car blacked out. He was booked at Hennepin County Jail. Request for community impact statements for Lamar Michael Hurron who was arrested for disorderly conduct after an altercation with bouncers and police at 1900 Marshall. Lamar Michael Hutton is scheduled to appear in court on 01/30/09. He is charged with disorderly conduct. Request for community impact statements for Curtis Allen Blaske who was arrested for narcotics in Columbia Park Neighborhood. Curtis Allen Blaske is scheduled to appear in court on 2/12/09. He is charged with controlled substance crime-3rd degree. On December 27, 2008 at the intersection of 35 Ave NE and University Ave NE, Curtis Allen Blaske was stopped for failure to signal a lane change and was found to have a suspended driver’s license. During an inventory search of the vehicle, officers discovered suspected narcotics. Curtis Allen Blaske was booked at Hennepin County Jail. Request for community impact statements on Marcus Monteze Western. Marcus Monteze Western is charged with assault in the 4th degree-assault a peace officer and obstructing legal process or arrest. The following is a description of events as alleged by police: On January 10, 2009 at the 1900 block of Marshall St NE, Marcus Monteze Western was arrested and booked Hennepin County Jail for assaulting an officer. We Love Our Presidents Family Event in Northeast Minneapolis Remember, a neighborhood that plays together stays together. Northeast Minneapolis is celebrating Presidents’ Day in a new, exciting way! Stinson Robber Caught 4.) Will City Budget Cuts Affect Police? Additional cuts may occur as the State Legislature faces an approximately $5 billion deficit over the next two years. In response, the City Council directed finance staff to review all capital projects that have been approved but not yet built for possible cancellation. The City Coordinator has also been directed to bring forward for City Council review all City services that are also provided by other levels of government or independent boards. Examples include the City Health Department, investigations by the City’s Civil Rights Department, and the Park Police. Please attend the Roundtable, ask questions, and share your opinions and ideas. Animal Cruelty in NE According to charges filed by the City Attorney, Torrence Cortez Epps, 24, tied the dogs to a tree outside, without food or shelter, a condition in which the dogs were repeatedly discovered when authorities responded to neighbors' complaints. The dogs were discovered at the home on the 1400 block of Sixth Street Northeast last September by representatives of Minneapolis Animal Care and Control and the Minneapolis Police. According to the charges, one dog was found lying on the ground, totally emaciated. Editors Note: If you see any kind of animal cruelty, report it to 311, or 911 if it’s happing right before your eyes. Many times drug dealers and gang members beat their dogs to make them more mean and ferocious so they can use them as weapons. Please Report them. On a related note: “Today we allow unaltered animals to be adopted, but require the new owners to get the animal spayed and neutered. Every year staff spends hundreds of hours verifying that these adopted animals have been fixed. By doing this prior to adoption, we can reduce staff hours, save money and help control the unwanted pet population,” Schiff said. Animal Control director Dan Niziolek says altered pets are adopted faster, which will also reduce shelter costs. The City Council also recently approved the creation of an animal advisory board to assist with animal-related policy and community education. “This board will help us improve our animal control activities and help make Minneapolis more animal friendly,” said Council Member Schiff. Another related note: The 2009-2010 legislative session has begun and a new puppy and kitten mill bill has been introduced. The bill number in the Senate is S.F. 7, authored by Senator Don Betzold. The House bill will be introduced soon and we will have a House number then. It is very important for you to contact your own State Senator and Representative now and ask them to support S.F. 7 and to educate them on what goes on in Minnesota puppy and kitten mills. The Problem S.F. 7 will give state and local officials the authority to make sure those breeders comply with existing state and federal laws and regulations for the care of the animals they mass produce. This bill requires licensing, inspections and regulation of breeding businesses in Minnesota. Legislators need to hear from their constituents so please call YOUR Senator and Representative today. Recent 2nd Precinct Highlights ° 2nd Precinct: Total violent crimes have decreased 48% over this time frame last year; overall property crime is down 28%. ° 1500 blk Madison NE: Officers observed SUV speeding in area of 19th/Jefferson; squads canvassed area, found vehicle with 2 men, woman trying to run from it; officers recognized men, stopped, found loaded 9mm handgun: ° 1200 blk Monroe St NE: Officers responded to Burglary of Occupied Dwelling; 3 men, 1 woman entered home, demanded money at gunpoint, tied up victim with electrical cords, fled by car with $1000 ° 35th Av/Polk NE: Officers observed 2 men carrying shovels but not dressed for -5 degrees, stopped them to ask where they were going; claimed friend’s house, but could not cite address; ID’d both with previous criminal records; asked them to leave ° Fillmore/St Anthony PK NE: Officers responded to call of vehicle with unresponsive occupants discovered 2 people passed out in car with narcotics in plain view; suspects had difficulty speaking, moving: Arrested Preventing wintertime auto theft Many unattended cars are stolen while being warmed up. Even if you lock the car, it only takes a thief seconds to break a window or jimmy a door lock. A car thief who is apprehended in a car with keys to the ignition is usually not prosecuted. It is against City ordinance to leave your keys in the ignition while you are not in your car (Minneapolis City Ordinance 478.160, Open Ignition—a petty misdemeanor). In fact, if your car is reported stolen and your keys are in it, you may get a ticket. Officers may at the same time issue tickets (with fines of $33) to any cars that are running with no driver present. Depending on the situation, the vehicle may be towed at your expense (at least $75). Running your car to help it stay warm may leave you in the cold! Please help us to reduce this winter crime. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports. Who can write a statement? When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out? If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney’s website to complete a community impact statement on a misdemeanor crime or the County Attorney’s website to complete a community impact statement on a felony. You may also go to the city and county attorneys’ websites and review the information.
