Attention Block Club Leaders and Community Partners: We need your help. As you know the 2nd Precinct is starting to see an increase in vacant houses. These vacant homes have multiple negative effects on our neighborhoods including increased crime, lower property values, and livability issues. |

We welcome over 1200 new owners and managers of rental property to our Action Alert list since August of this year! This is a 25% increase since August and nearly double since the beginning of 2010. Due to the great numbers of new owners on the list, we are sending this note as a kind of "One-Stop Shop" list of routine items you may have questions about. |

At this month’s 1st Ward Problem Properties meeting a couple of interesting points came up. 1) A house can be condemned for lack of water service. If, however, the occupants break into the water shut-off stop box and turn the water on themselves, City policy prevents condemnation. The house is considered to have water service even if the water is being stolen from the City. |

Flipping, in regard to real estate, has multiple meanings. As shown on TV, flipping meant buying property that “needs TLC”, investing sweat and money to make it better, then selling for profit. Now flipping is assumed to be something bad for residents and neighborhoods. The original positive definition is lost. Johnny Northside has posted an explanation of one flipping process which fits the new, negative connotation of the term:
