One Local Battle in the War on Drugs

KSTP-5 TV reports on a bust made a couple of weeks ago by our 2nd Precinct Community Response Team (CRT):

After four months of surveillance, police raided a home Wednesday night near the University of Minnesota's Twin Cities campus, seizing 200 marijuana plants, five guns, and more than $12,000 in cash, authorities told 5 EYEWITNESS NEWS.

Surprisingly, narcotics was not the most serious crime charged against the suspect. He already had several felony convictions, including assault. So his possession of firearms could lead to a multi-year prison sentence.

For those not familiar with all the parts of the police department, the CRT:

…uses a two pronged approach in responding to the concerns of citizens in the precinct.

The first approach is directed patrol which uses uniformed CRT officers to respond in the high crime areas of the precinct or areas that are experiencing specific problems. This gives a greater police presence in these areas, which helps prevent crime and increases the chances of catching criminals. This approach gives the precinct commander more flexibility in responding to crime trends in the precinct ranging from speeding cars, burglaries in a neighborhood, and drug dealing on a street corner, without affecting services to the community.

The second approach uses the expertise of the CRT Team’s "plain clothes"/undercover officers to respond to precinct drug problems. The approach can be very effective because officers work closely with the community receiving complaints about drug houses and drug dealing. The CRT Team also investigates street level prostitution, disorderly houses and illegal liquor and cigarette sales.

On May 7th, 2009, in the 10xx block of Washington Ave SE, Officers were working undercover when they purchased narcotics from Dorian Oscar McCoy Jr. He was booked into the Hennepin County Jail.

The City attorney and 2nd Precinct are requesting Community Impact Statements (CIS) regarding David Anderson specifically, or disorderly conduct generally. Anderson was the subject of previous CIS request in May, 2008. You can submit a CIS via e-mail to the 2nd Precinct at 2precinctimpact@ci.minneapolis.mn.us. The submission deadline is January 12th.

On December 13, 2008, in the 8xx block of Washington Av SE, Anderson instigated a fight with a customer at a business and refused to leave the store when asked by store employee. Anderson was booked into Hennepin County Jail.

Impact Statements Requested for Livability Crimes: Randy McNellis

The City attorney and 2nd Precinct are requesting Community Impact Statements (CIS) regarding Randy McNellis specifically, or livability crimes generally. McNellis was arrested in south Minneapolis, but is a 2nd Precinct top offender (pdf) for crimes such as disorderly conduct, loitering, and trespassing. McNellis, Randy Booking PhotoRandy Patrick McNellis (Date of Birth: 12/06/1955) is charged with Loiter with Open Bottle, Disorderly Conduct, and Public Urination. On June 8, 2008, police were dispatched to a public urination call. Witness advised that at 3:06pm Randy Patrick McNellis urinated between 12th St S and Nicollet Mall. McNellis was cited and taken to Detox.

On August 19, 2008, Randy Patrick McNellis was issued a 4th Judicial District Release receipt for Loitering with an open bottle and transported to detox.

On August 21, 2008, Transit Police squads were dispatched to the bus stop at Franklin Ave E and Nicollet Ave S for a group of drunk and disorderly individuals. Randy Patrick McNellis was booked into Hennepin County Jail.

FOX-9 TV reports two brothers, one a sex offender, are in jail for attempting a burglary on 17th Ave SE last Wednesday.

Kristine Carrol Noel (Date of Birth: 5/20/1974) is charged with 1st Degree Possession of a Controlled Substance. Noel was arrested on October 23rd, 2007, in the 4xx block of 6th Street SE as the result of a “Knock and Talk” investigation of a person with an outstanding felony warrant.

Southeast Home Invasion

Another Eastside 77-year-old was victimized by home invaders, the second in as many weeks. Mid-day Monday a pair of armed dirtbags caused some commotion to draw the man to his front door, then forced their way inside. The victim was pistol-whipped and his wallet stolen.

Thieves Targeting Autos South of Broadway

Sector 2 CPS Oosterhuis reports that between October 30 and November 5, there were 23 theft-from-auto incidents reported in the 2nd Precinct. Most of the thefts were south of Broadway St NE; however, some were as far north as 34th Ave NE.
