Important News for Rental Property Owners in Minneapolis - Help to avoid getting in trouble as a slumlord

We welcome over 1200 new owners and managers of rental property to our Action Alert list since August of this year! This is a 25% increase since August and nearly double since the beginning of 2010. Due to the great numbers of new owners on the list, we are sending this note as a kind of "One-Stop Shop" list of routine items you may have questions about. Save the content of this note to your computer or print it out for future reference.

Of course, if you no longer own or manage rental property in Minneapolis, please reply ASAP so we can remove you from the list. Conversely, if you've added properties reply ASAP so we can be sure your new addresses are plugged into our alert system.

For new members and veterans, rest assured that we try to keep our email communications to a minimum so as not to crowd your inbox. Generally you will get about one or two notes a month, apart from the incident-generated Action Alerts. And we try to make each bulletin completely relevant to your needs as a provider of one of the most critical services in Minneapolis--safe, clean and affordable housing.

* There is NO FEE for the workshop, however you MUST own rental property in Minneapolis. This workshop has a lot of material specific to Minneapolis rental licensing requirements and does NOT replace education requirements that may be mandated by other municipalities.

* The primary topic for the workshops, "The ABC's of Property Managent," is always presented by a veteran owner of multiple rental properties in Minneapolis. They are the true experts in the issues that you may face and all welcome questions during or at the end of their presentation.

* The Minnesota Multihousing Association is a regular contributor to the workshops and has generously provided much of the material in the Manual that you will find in the links listed at th end of this note.

* The MPD portion of the report will focus on rental license issues revolving around your response to crime issues related to your property. The main thing to remember is that we approach any such issues in the spirit of partnership, and we'll go into detail about what you can do to maximize the value of the information we can share and avoid having to worry about losing your license.

* ALL workshops begin promptly at 6pm, and go until 8:30pm. Please feel free to bring a bag/box meal.

* Except for a few documents referred to in the presentations, all materials will be provided on CDs OR in advance by email attachments and links. See the workshop materials and links beneath my signature block at the end of this note. The Housing Court video referred to in the presentations can be viewed via a web link in this list. Feel free to view this in advance of the workshop! Please make sure to register with one of your rental property addresses and email address so we can give you credit for attendance.

* Parking: The 4th Precinct has parking in a fenced-in lot across the street. At the 5th Precinct there is limited parking in the lot on the 1st Av. side of the block, otherwise parking along 1st Avenue and meters on Nicollet. The 3rd Precinct has ample parking along Snelling on the west side of the block and some parking on Minnehaha to the east. Enter on the Minnehaha side of the precinct to go right to the Community Room.

* RSVP to Luther.Krueger@ci.minneapolis.mn.us with your choice for workshop dates. Seating is limited to 40 people; we may "overbook" by a few so if you are the 41st person or later to RSVP, we will advise that there may be standing room only.
Our workshops have evolved over the years and contain the most demanded topics with a focus on tenant screening, leases, evictions, and other management tips. We hope you'll consider attending or sending someone with a management or ownership interest in your properties. Thanks!

It is a brief video assembled by our city video services folks and gives a very thorough picture of the procedures you will need to follow to file evictions and present your case in Housing Court. You will need to log in, but once you have viewed the video, you will be credited with that portion of our Rental Property Owners Workshop. You will need to view the video and attend/sign in to the workshop to get full credit if you are required to attend based on a conduct notice from the MPD.

Action Alerts and Calls for Service Reports

The two main benefits of enrolling in our Virtual Block Club are the Action Alerts and the Calls-For-Service Reports.

* ACTION ALERTS are emails that are generated whenever a full police report is filed referencing your rental property for a significant crime, OR if an adult arrested by the MPD provides your rental property address a their home address in the report. For the latter, this may be derived from a state-issued identification card produced by the arrestee. Don't panic if an arrestee claims to live in your property that you don't know. Before replying to the Alert you'll want to verify that someone has not "shacked up" with one of your tenants. Although we cannot change the report once the arrestee provides this information, a quick note to advise your Crime Prevention Specialist and community Lieutenant about the individual would be in order; be sure to let them know how you confirmed they are not living there or if you discover they have moved in without your knowledge or approval, what actions you intend to take.

If you ever receive an AA for a property you have sold, reply to me with your *complete list of properties* so I can update your entire roster.

* CALLS FOR SERVICE (CFS) reports are a weekly report generated from the 911 call database. Some things to keep in mind regarding this report:
-- Not all 911 calls result in a full police report, so many may not be documented in the above Action Alerts.
-- The nature and disposition/result of the call is spelled out, there are no longer codes for these fields in the report.
-- The report is generated if there are any calls to one of your properties in the previous week; the system then lists all calls going back 60 days so you can have a running account of all the times police were directed to your property and for what purpose.
-- We rely on the caller to specify the exact address or intersection where an incident in progress or suspicious activity is taking place. Be sure to advise your tenants and caretakers to be speicific if they are calling from your property about *another property* on the block.
-- We urge owners to NOT contact their Crime Prevention

Specialist for 911 Calls reports for properties they do not own but need the reports for background checking purposes. You may request these reports by calling 311; if you are outside of Minneapolis, please call 612-673-3000.

You may email 311 using: Minneapolis311@ci.minneapolis.mn.us Your CPS *may* be able to generate the report if there is an on-going crime issue at your property and you're working with your CPS or precinct officers to resolve it, but please know that with over 4,000 owners enrolled, we hope that the running tally provided by the automated CFS report will suffice.
---Last, but most important, the total number of 911 calls to your property does not "count against" you.

Minnesota Public Criminal History and Hennepin County Jail Inmate Links
While we highly recommend that owners use a professional, bonded screening company to check the backgrounds of applicants, there are many resources on-line to assist owners and employers in looking up criminal histories.
