1. Neighborhood Crime Reporters Wanted

As most of you know I’ve been a bit slack in getting regular email crime alerts out again, opting instead for posting updates on www.EastsideDefender.com with Mark Fox, the NECP’s first volunteer and manager of the Defender website.

The NECP is now going into our 6th year and our patrol volunteers are doing well. We still have many dedicated patrollers that participate in weekly patrols, and mind you their blocks are much safer for it. I’m looking forward to this Spring and Summer.

However, the crime reporting end of the NECP is in great need of help and needs some new blood to stand up and help out a little with localized crime reporting. I’ve asked for help before and not much happened.

So I’m going to try again and ask for at least 13 people, one from each of NE’s 13 neighborhoods. I need these people to take a few minutes each week and write things that are going on around them on the Defender website.

This is not hard, nor time consuming, but it’s very helpful. I cannot be everywhere to know what’s going on and report it. It’s too much for one person to follow, but if people living in their own neighborhood would help out just a bit, we can pinpoint threats in each area quicker. And we can make sure something is done in a timely manner about it.

Please drop me an email to say you will help out, and I’ll make sure you get set up with posting permissions on the Defender site.

I’ll even set up a special NECP email for you so people in your neighborhood can send you what they know.

Lastly, we need to expand our reach of NE residents, so please email this message to someone you know in NE about our crime news reporting. Have them request Crime News Alerts to me at this email: john@nepatrol.org

Check the previous criminal history of the person at this website using his name and birth date.

If you would like to check the ownership of a property that was given in an arrest record as the criminal’s home, you can get the contact information of the property owner, or check if it is licensed for rental here: http://apps.ci.minneapolis.mn.us/AddressApp/SearchByAddress.aspx?AppID=P...

When you check the ownership of an address against the name of the arrested person and they are not the same, you can assume the property is a rental, check to see if that address has a rental license on record. If not, please call 311 to report it.

Make sure you let the property owners know your concern about them housing criminals next door to you. Please don’t let them get away with profiting at your expense. Send them a letter!

3. Northeast’s Most Troublesome People

Have you ever wanted to put a face to the name of a person you have read about being arrested--over and over?

Now you can. The 2nd Precinct CLEAN sheet gives names, pictures and other information about the Eastside’s top 13 problem people. At the top of the CLEAN sheet gives information on how people get selected for placement here.

The purpose of the list is to keep the public informed as to the custodial, probationary and warrant statuses of our area's chronic livability offenders. The inclusion of photos will also allow people to associate names with faces and assist in our efforts to gather community impact statements for court. Remember that the people on the list are not necessarily wanted by the police and citizens should not call 911 on those individuals without active warrants.

New MPD officer feedback tool offered online

The Minneapolis Police Department has created a new online form that makes it very easy for the public to share their feedback, positive or negative, on police officers and the work they do. The MPD is constantly striving to lead the way in law enforcement service and is committed to being a department that serves with integrity and honor. Chief Tim Dolan is pleased with the new accessibility and states that "the largest key to earning our citizens' trust and support is being accessible, transparent in our operations, and accountable to the public. This new medium for feedback, along with squad cameras, supervisory oversight of pursuits and use of force reviews, makes us much more accountable. These tools have aided in reducing injuries and the associated costs to both officers and arrestees."

Community Prosecution

Community Prosecution is based on a closer working relationship between prosecutors and the local neighborhoods and communities where crime is occurring. Prosecutors are assigned to work with police, local residents, businesses and others in a specific geographic area to develop strategies for preventing and prosecuting crime, as well as to identify appropriate consequences for those who break the law.

The goal of community prosecution is to help ensure that the criminal justice system is accountable and responsive to the residents of Hennepin County by building stronger connections between what happens in the courtroom and what is happening in local communities. When you sign up, you will receive information on community impact statements along with crime alerts, seasonal tips, highlights in the police department, and notices about safety programs in your neighborhood. You will receive about 1 – 2 emails each week.

Community Impact Statements:

Community Impact Statements are descriptions of the impact that a crime or crime pattern has had on the people who live, work, and visit where it occurred. These statements are submitted to city/county attorneys or other appropriate officials to help the courts make decisions about sentences for offenders convicted of the crimes. Impact statements may provide information that will not be found in police reports.

Who can write a statement?
Anyone in the community may write a community impact statement. You do not have to be the direct victim of a crime or have personally witnessed the criminal activity in order to submit a community impact statement.

When I have an opportunity to submit a Community Impact Statement on a crime or an arrestee, how do I find out?

If you are signed up for the email crime alert program from the Minneapolis Police Department, your Crime Prevention Specialist will occasionally send information about individuals with open cases and will direct you to the City Attorney’s website to complete a community impact statement on a misdemeanor crime or the County Attorney’s website to complete a community impact statement on a felony. You may also go to the city and county attorneys’ websites and review the information.

What type of cases may I submit a statement about?

The City Attorney’s system contains only misdemeanor cases prosecuted by the City of Minneapolis. Most of the cases involve livability issues such as: Consuming in public, public urination, loitering with intent to buy or sell narcotics, lurking, and disorderly conduct.

The Hennepin County system contains information about felony cases such as: Murder, Felony drug possession, Felony property cases, Weapons, Property Damage.

How to create a good crime tip for police.

Do you know about a criminal activity that you want the police to know about, you should tell them through 311 or tell us and we’ll send it.

To give a good tip that gets paid attention to, you need be as detailed as possible.

Write down this information:

1. Hours when activity occurs
2. What is the activity:
--Hand to hand dealing
--Large amounts of traffic visiting the dwelling for very short periods of time (less than five minutes)
--Delivery of what appears to be narcotics by someone other than the occupant, details should be include to support the accusation.
--People visiting for the sake of prostitution (i.e. frequent visits by males for periods of time less than 1 hour).
--Suspected fencing (stolen goods) what is the basis of the suspicion (goods such as computers, tools, bags of items etc coming in by individuals).
--Sales of goods by occupants of the building/residence.
3. License numbers of vehicles with descriptions of occupants.
4. Names of people, known
5. Any other information that may be useful for law enforcement.

Every NE neighborhood needs more walkers, both day and night. Burglaries are up and our police are short handed. You can make a difference. Come help out and get some exercise and meet your neighbors. Just one hour a week, that’s all we ask.
